Introduction
The establishment of evaluation functions and the capacity to do quality evaluation require solid technical skills. This course will provide the basic knowledge and skills to properly plan, conduct and manage evaluations.
The Administrative Instruction (AI) on Evaluation in the United Nations Secretariat (ST/AI/2021/3) requires each Secretariat entity to possess an adequate evaluation capacity.
UNSSC is pleased to support UN Secretariat entities to conduct and utilize quality evaluations. Designed in coordination with the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS), and the Business, Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC), the training is in line with the norms and standards of the United Nations Evaluation Group (UNEG).
Objectives
The programme aims at strengthening the technical and managerial capacities of UN Secretariat staff to plan and perform quality evaluations.
By the end of the course participants will:
- understand the basic concepts of evaluation;
- know how to plan and manage evaluations;
- be able to scope and design a simple evaluation, including terms of references and an evaluation design matrix;
- be introduced to the most common evaluation methods used in the UN Secretariat;
- understand the importance of mainstreaming gender equality, human rights and disability inclusion into the evaluation process;
- understand the importance of evaluation follow-up.
Course methodology
The course includes a range of synchronous and asynchronous activities. Practical exercises based on hypothetical and actual UN Secretariat entity examples will be a key feature of this course. This approach ensures that participants not only gain solid knowledge and skills but also apply them.
Each of the four modules consists of:
- six online lessons for individual self-study by participants, including a discussion forum to test your understanding
- a live webinar with an instructor including discussion and a case study in break-out groups during the webinar (online).
The weekly instructor-led webinars are conducted on Zoom. The webinars will take place on 6, 13, 20 and 27 April, from 15:00 to 17:00 CET. Participants need a computer (or mobile device), a reliable internet connection and either a headset with a microphone to connect to the audio through a computer, or a telephone. We recommend accessing audio through your computer. No special software is required, but participants must be able to access Zoom. We will send access instructions to registered participants and we recommend that you download the application and test your setup in advance.
The self-paced components and discussion forum for each week of the course are designed and structured on UNKampus, one of UNSSC's online learning platforms.
Course contents
The course currricula is composed of four weekly modules. The modules are:
- Module I: Fundamentals
- Module II: Evaluation Scope
- Module III: Steps in the Evaluation Process
- Module IV: Evaluation Methods: Design, Data Collection and Analysis
Target audience
The course is intended for UN Secretariat staff responsible for conducting or overseeing evaluations. As a foundational course, it addresses the needs of the UN Secretariat and will enable less experienced evaluators to hit the ground running. Alternatively, it can be taken as a refresher course for those with more evaluation experience.
